INFORMATION TEXT FOR THE PUBLIC WITHIN THE SCOPE OF THE REGULATION ON THE PREVENTION OF MAJOR INDUSTRIAL ACCIDENTS AND MITIGATION OF THEIR EFFECTS
Zenit Mining Industry and Trade Inc. is a high-level establishment under the scope of the regulation and, in accordance with Article 16 of the Regulation, shares the following information with the public.
SECTION 1
1. Name of the operator and full address of the establishment,

Our establishment is subject to the provisions of this Regulation. We have made the declaration using the Ministry of Environment and Urbanization notification system, as specified in Article 7 of the Regulation. According to the notification made, our establishment is a high-level establishment, and we have prepared the safety report that we are obliged to prepare in accordance with Article 11 of the Regulation.
3. A simple explanation of the activities carried out at the establishment,
Open-pit mining activities are carried out at our establishment. The establishment has been operational since March 2017. The Kızıltepe Gold and Silver Mine's ore processing facility has a capacity to process 510,000 tons of ore per year. After blasting operations in the open pit, the extracted ore is transported to the ore stock area and processed in the enrichment unit to produce dore gold and silver.
4. A simple explanation of the substances listed in Annex-1, Sections 1 and 2, which may cause a major accident, along with their known names and key harmful properties,
The chemicals present at the establishment that could cause a major accident include sodium cyanide, oxygen, diesel, and copper sulfate. The chemicals that could cause a major accident at the establishment have physical (P), health (H), and environmental (E) hazards as specified in the Regulation. Sodium cyanide has health, environmental, and explosive properties. Copper sulfate has health and environmental hazards. The cryogenic tank used to store oxygen has explosive properties. Finally, diesel has health and environmental hazards. These substances have basic hazardous properties such as flammability, oxidizing, toxicity, and being harmful to aquatic environments.
5. Information on what to do in the event of a major accident,
In the event of a major accident at the establishment, intervention will be carried out under the Internal Emergency Plan prepared in accordance with the "Communiqué on Internal Emergency Plans to be Implemented in Major Industrial Accidents". If the Internal Emergency Plan is insufficient, the provincial disaster and emergency directorate will be notified, and intervention activities will be carried out under the coordination of the provincial disaster and emergency directorate in accordance with the provincial disaster response plan.
SECTION 2
1. A summary of information on the measures taken to control the major accidents that may occur at the establishment, including general information on major accident hazards, potential impacts on human health and the environment,
Seven major accident scenarios have been studied at the establishment under Article 6 of the "Communiqué on the Preparation of Major Accident Scenario Document Related to Major Industrial Accidents". The scenarios studied are as follows:
Environmental impact due to the failure of the level transmitter with tag LIT-1105 on the sodium cyanide storage tank with tag TK-1103,
Environmental impact due to sudden rupture caused by corrosion in the tank with tag TK-1103, even though the tank has a corrosion-resistant inner lining, causing the solution inside the tank to spill,
Environmental impact due to sudden rupture of the sodium cyanide solution storage tank with tag TK-1103 as a result of a severe earthquake, despite the foundation being built to be earthquake-resistant,
Environmental impact due to solution leakage resulting from the failure of the level transmitter with tag LIT-1303 on the copper sulfate storage tank with tag TK-1302,
Pool fire due to the rising level in the Diesel Tank-1 during filling from an external tanker caused by a failure in the tanker pump meter,
Pool fire due to the rising level in the Diesel Tank-1 during filling from an external tanker caused by a failure in the float in the tank, and pressure buildup leading to an explosion in the oxygen tank with tag LOX-401 and LOX-402 when the inlet and outlet valves of evaporators 8 and 21 are left open at the same time.
Thanks to preventive and limiting measures, the frequency of occurrence of the major industrial accident scenarios studied is below the threshold of 1x10-4/year, as stated in Article 9 of the Regulation.
2. A statement that the operator has made adequate arrangements at the facility to deal with major industrial accidents and minimize their effects, including contacting emergency services,
The establishment has created emergency response scenarios. The intervention scenarios provide information on internal and external resources, service group personnel, interventions from the alarm and control room, manual interventions, and firefighting equipment to be used in the event of a major industrial accident to prevent and minimize its effects. In addition, Hazardous Material Response Cards prepared for each chemical scenario at the establishment, in accordance with the Regulation on the Prevention and Mitigation of Major Industrial Accidents, have been sent as recommendations to emergency service units such as the provincial disaster and emergency directorate, the provincial health directorate, the affiliated municipality, and/or the fire department in case of a major accident.
3. A statement that cooperation is in place with emergency services to respond to any major accident,
Cooperation is in place with emergency services to respond to any major accident. To develop and maintain the concept of safety at the establishment, internal units of the establishment and external units such as emergency services and administrative authorities like Provincial Disaster and Emergency Directorates exchange information via petition or email.
